Ejari is the official tenancy registration system established by the Real Estate Regulatory Agency (RERA) and administered under the authority of the Dubai Land Department (DLD). The Ejari system was introduced under Law No. 26 of 2007, Regulating the Relationship between Landlords and Tenants in the Emirate of Dubai and is implemented by the Real Estate Regulatory Agency (RERA) under the supervision of the Dubai Land Department (DLD).
The law established Ejari as the official mechanism for recording tenancy agreements and maintaining a unified rental register for all types of lease contracts — residential, commercial, and industrial. Registration through Ejari grants legal recognition to tenancy contracts, safeguarding the rights and obligations of landlords and tenants. It also enables access to essential government and utility services, including DEWA activation, residence visa processing, and tenancy-related dispute resolution.
Every Ejari tenancy contract registered through this system serves as legal proof of the relationship between the landlord and the tenant. It ensures that the rights and obligations of both parties are clearly defined, transparent, and enforceable under Dubai real estate legislation. The registration of lease agreements in Ejari is therefore mandatory, and contracts that are not recorded in the system are not recognised by government authorities or courts in the emirate.
Following registration, the Ejari Certificate is issued with a unique contract number, confirming that the tenancy agreement has been duly recorded in DLD’s official system.
Under RERA regulations, the landlord or their authorised representative is legally responsible for completing the Ejari registration. However, the tenant may initiate registration when necessary, such as for utility activation or visa requirements, if the landlord fails to do so.

The registration begins once the landlord and tenant sign a unified tenancy contract prepared in accordance with RERA’s approved format. The completed document is then submitted to DLD or an authorised Real Estate Trustee Centre for verification and official registration.
Upon approval, the data is entered into the DLD’s central tenancy register, creating a legally recognised record of the lease.

To use Ejari registration online, the applicant must hold a valid UAE Pass to access the Dubai REST app or DLD’s e-services portal. This digital identity enables secure login, document upload, and electronic payment directly through the government system.
Online registration is suitable for residents who already have an active UAE Pass and verified digital documents. Non-residents or individuals without UAE Pass credentials should complete their registration in person at authorised Real Estate Trustee Centres, such as EGSH.
Once the application is approved and all government fees are settled, DLD issues the official Ejari Certificate. This document confirms that the lease has been duly recorded in the DLD database and includes a unique Ejari number that serves as an official reference for all related government procedures.
The certificate must be presented for essential services such as DEWA connection, visa applications, and rental dispute resolution.
Under Dubai tenancy laws, all lease agreements must be registered, renewed or updated whenever the terms of the tenancy change.

To verify the Ejari’s authenticity, visit the official DLD website or use the verification feature in the Dubai REST app. Enter your Ejari number or tenancy contract number to check the document’s validity and current registration status in DLD’s database. Verification ensures that your tenancy record is legally recognised and active.
To perform an Ejari check, log in to the Dubai REST app using your UAE Pass and select the “Services” → “Ejari Contracts” section. The system displays your tenancy details, contract status (active, expired, or cancelled), and certificate number. This function is useful for monitoring the validity of your tenancy registration before renewal.
When renewing your tenancy agreement, you must also renew your Ejari Certificate to reflect the updated contract terms. Prepare the renewed tenancy contract and required documents, then submit them via the Dubai REST app or at an authorised Real Estate Trustee Centre.
