The system of Trustee Offices was introduced in Dubai in 2013 to simplify access to real estate services for residents, non-residents and companies. At the same time, it helped reduce the workload of the emirate's main property authority — the Dubai Land Department (DLD).

Today, the same procedures can be carried out more quickly and conveniently through a Trustee Office. All documents issued via a Trustee centre carry the same legal validity as those provided by the DLD.

The advantage of registering a property transaction at a Trustee Office in Dubai is that clients no longer need to queue at the Dubai Land Department. For the transaction to proceed, both parties — the seller and the buyer — must be present. If the purchase is financed through a mortgage, a representative of the bank is also required to attend.

A power of attorney is required where the seller or buyer cannot be physically present, allowing an authorised representative to act on their behalf. A No Objection Certificate is mandatory for off-plan property transactions and is issued by the developer.
The Trustee Office officer checks the documents and verifies the identities of the parties before entering the data into the DLD system. During registration, the Dubai Land Department system automatically calculates the property registration fees. The buyer typically pays the 4% registration fee, while additional administrative and service charges may also apply. Clients can settle all payments directly at the office: the officer issues an official payment order, and the parties may complete the transaction on the spot using a POS terminal or through the DLD's electronic channels (ePay or Noqodi).
Once the payment is confirmed, the Trustee officer finalises the transaction and records it in the official property register. The DLD system immediately generates a digital entry confirming the transfer of ownership. If the transaction involves a mortgage, the bank's lien over the property is registered simultaneously.
The number of real estate transactions in Dubai continues to increase annually. In 2024, more than 180,000 transactions were recorded, with a total value exceeding AED 522 billion. To streamline the registration process for buyers, the Dubai Land Department (DLD) introduced online registration services, available through the official DLD website and the Dubai REST app.
To register a property online, each party must have a UAE Pass with an active digital signature. One of them — the buyer, seller or developer's representative — uploads the required documents to the DLD system. The platform prepares an electronic contract and shares it with all parties for signing. Once the government fees are paid and the contract has been digitally signed by everyone involved, the transaction is complete. The purchaser then receives an electronic Title Deed in PDF format with a QR code, which has the same legal validity as a printed deed.
DLD's online services are open not only to UAE nationals and residents but also to accredited developers, licensed agencies (through the Trakheesi system) and financial institutions. This enables the completion of straightforward transactions — such as sales and gifts — entirely online. More complex cases, however, cannot be processed digitally. For instance, transactions involving non-residents, mortgage deals that require a bank as a third party, or purchases by corporate entities must be finalised in person at a Trustee Office.
