The system of Trustee Offices was introduced in Dubai in 2013 to simplify access to real estate services for residents, non-residents and companies. At the same time, it helped reduce the workload of the emirate's main property authority — the Dubai Land Department (DLD).
The initiative established two specialised categories:
- Real Estate Registration Trustee Offices, responsible for registering sales, transfers, mortgages and title deeds;
- Real Estate Services Trustee Offices, which manage rental-related procedures such as Ejari and other supporting services.
All Trustee Offices act as authorised extensions of the DLD, enabling clients to complete property-related procedures without having to visit the Dubai Land Department.
The Role of Real Estate Registration Trustees in Dubai
A Real Estate Registration Trustee is an entity officially licensed by the Dubai Land Department (DLD) to carry out and register real estate transactions on its behalf. Trustee Offices are authorised to handle property registration, title deed transfers, mortgage registration, and the issuance of official ownership documents. Trustee offices process a wide range of real estate transactions, including:

- Property agent registration – real estate brokers and agencies must be registered with the Real Estate Regulatory Agency (RERA) through the Trakheesi system. This process is supported by Real Estate Services Trustee Offices, which provide access to RERA's licensing and brokerage registration services.
