What Is Initial Approval Renewal in UAE?

It’s Not a Renewal — It’s a New Application

Initial approval renewal means submitting a new application for business clearance when the original certificate is nearing expiry or has lapsed. This requirement applies to any business that has not completed full registration within one year, including commercial, professional, and industrial activities.

The relevant authority processes the renewal: the Department of Economy and Tourism (DET) or a Free Zone authority for most businesses, and the Ministry of Industry and Advanced Technology (MoIAT) for industrial licences.

EGSH accepts and processes renewal applications through the appropriate government systems, ensures compliance with current requirements, and delivers the updated certificate within three working days.

Can I renew initial approval in Dubai if the certificate has already expired?

If your initial approval certificate has expired, you must submit a new application to the issuing authority. Renewal is not an extension of the old certificate; it is processed as a new application. All supporting documents must be provided again for review, and the authority must issue a new certificate before you can continue with the business setup. EGSH manages reapplications in all Dubai jurisdictions, ensuring compliance with the specific requirements of each authority.

What is the fine for the delay in expired initial approval?

For industrial approvals issued by MoIAT, a standard fine of AED 100 per calendar month, up to AED 1,000, is applied. For approvals issued by DET or Free Zone authorities, penalty policies may vary. EGSH reviews your expired certificate and calculates any applicable fines following the relevant authority’s regulations before submitting your application.

What is the validity of the renewed Initial Approval Certificate?

The renewed Initial Approval Certificate is valid for one year from the date of issuance, regardless of the issuing authority. In some cases, the validity may differ if the issuing authority sets a shorter or longer term under its internal rules, or if the licensed activity is subject to specific time limits. EGSH confirms the applicable validity at the time of application.

Can I reapply for initial approval in Dubai if I have changed my business activity?

In accordance with UAE business licensing regulations, any change to the proposed business activity, legal form, or ownership structure requires submission of a new initial approval application. In such cases, it is not permitted to renew the previous certificate. You must reapply for initial approval in Dubai through an authorised channel such as EGSH, ensuring that all updated details are reviewed and approved by the competent authority.

How long does it take to renew the Initial Approval Certificate through EGSH?

The standard processing time is up to three working days, depending on the issuing authority and whether inspection or additional approvals are required. EGSH reviews all documents for accuracy and compliance before submission, coordinates with the relevant authority and monitors the application until the renewed certificate is issued.

What happens if MoIAT requests an inspection during the renewal process?

If the MoIAT determines that an inspection is required, an authorised inspector will be assigned to visit the facility and prepare a formal inspection report. A fee of AED 100 applies for the inspection. The renewal of the Initial Approval Certificate will proceed only if the inspection report is reviewed and approved by the competent authority.

How can I extend an initial approval if I am not currently in the UAE?

If you are outside the UAE, you may authorise a representative to act on your behalf by issuing a notarised Power of Attorney. EGSH, as a government-authorised centre, can submit the renewal application on your behalf, provided all required documents are complete and valid.
