Criminal Clearance Certificate Processing in Dubai
The Right Certificate, a Complete File and Filing Through Official Channels
Dubai Police issues the police clearance certificate as proof of the holder's good conduct in the United Arab Emirates from a security and criminal perspective, valid for three months from the date of issue. The same document is known as a PCC, a good conduct certificate, a criminal clearance certificate or, for some requesting bodies, a police declaration, and it is presented for employment, study, immigration and licensing.
EGSH, as an authorised government services centre, checks the applicant's documents against the Dubai Police requirements for their category and files the application through the official Dubai Police channel. Where the destination authority requires UAE attestation, EGSH arranges attestation by the Ministry of Foreign Affairs (MOFA). Dubai Police carries out the record check and decides on issuance.
According to Dubai Police, the expected completion time is five working days.

Applying From Outside the UAE
Former residents can obtain the Dubai Police certificate after leaving the country, provided they have previously entered the UAE. Dubai Police requires a personal photo, a passport copy and a copy of the previous residence visa. Where the applicant has no ten-print fingerprint record, a fingerprint card is obtained from the police in the country of residence and attested by the UAE Embassy there. The fingerprint card is an official police report that verifies identity through biometrics and ten-finger prints.
EGSH checks that the fingerprint card carries the UAE Embassy attestation and that the passport and visa copies are complete and legible before the application is filed.
Applicants Without an Emirates ID
An applicant who has no Emirates ID must attend a Dubai Police service centre in person during official working hours to have fingerprints taken. Fingerprints are taken at four locations: Al Qusais Police Station, Ports Police Station, Al Rashidiya Police Station and Jebel Ali Police Station. Police stations operate from 7:30 am to 10:00 pm. The application is filed once the fingerprints are recorded.

Certificates for Use Abroad
Whether a Dubai Police certificate needs attestation depends on the requirements of the receiving authority in the destination country, which differ by country and by purpose. Where a foreign employer, university or immigration authority requires UAE attestation, the certificate is submitted for MOFA attestation for use abroad after it has been issued. Any further legalisation is determined by the destination's own requirements and is confirmed with the receiving authority before submission. The UAE is not a party to the Hague Apostille Convention, so UAE-issued certificates are legalised through attestation, not apostille.
Processing Time and Complete Submission
According to Dubai Police, the completion time is five working days. That period applies to a complete application: accurate personal data, the copies required for the applicant's category and, for applicants abroad without a fingerprint record, an attested fingerprint card. Obtaining a fingerprint card abroad depends on the local police and the UAE Embassy in that country and takes place before filing. Applicants without an Emirates ID complete fingerprinting in Dubai before the application is filed. Where the destination requires MOFA attestation, it takes place after the certificate is issued.

Why Applications Are Delayed or Refused
Dubai Police does not issue the certificate to an applicant who is wanted by any authority or has a criminal record that prevents its issue. An applicant outside the UAE who has never entered the country does not meet the Dubai Police condition for overseas applications. A fingerprint card without UAE Embassy attestation, or a visitor who has not yet completed fingerprinting, stops the application before the record check begins.
Data errors cause a second group of problems. The applicant is responsible for the accuracy of the information submitted, so a name spelling that does not match the passport or a purpose that does not match the request leads to a new application and a new fee. A certificate that expires before it reaches the requesting organisation is not extended and must be applied for again.
Validity and Reapplication
The Dubai Police clearance certificate is valid for three months from the date of issue. A requesting organisation may set a shorter acceptance period of its own, so a certificate obtained for an employment visa file should be submitted while it is still valid. The certificate is not renewed. Once the validity period has passed, a new application and a new government fee are required.

Frequently Asked Questions
How much does a police clearance certificate cost in Dubai?
Dubai Police charges AED 100 for UAE citizens, AED 200 for residents and AED 300 or USD 88 for applicants outside the UAE, plus a AED 20 Knowledge and Innovation fee. An additional AED 100 applies to applications made in person at a Dubai Police service centre.
How long does it take to get a Dubai Police certificate?
According to Dubai Police, the completion time is five working days from a complete application. Fingerprinting for applicants without an Emirates ID, embassy attestation of a fingerprint card abroad and any attestation required by the destination are separate steps outside that period. Incomplete or inaccurate data extends the total timeline because a corrected or new application is required.
Can a former resident apply from outside the UAE?
Yes, provided the applicant has previously entered the UAE. Dubai Police requires a personal photo, a passport copy and a copy of the previous residence visa. Where no ten-print fingerprint record exists, a fingerprint card issued by the local police and attested by the UAE Embassy in the country of residence is also required. Former residents applying for work abroad can combine the certificate with experience certificate attestation for UAE employment records.
Can I apply without an Emirates ID?
Yes, but fingerprints must first be taken in person at Al Qusais, Ports, Al Rashidiya or Jebel Ali Police Station during official working hours. The fingerprinting visit is completed before filing, so it adds to the total time needed to obtain the certificate.
Will my certificate be accepted abroad?
This depends on the requirements of the receiving authority, which differ by country and purpose, so they should be confirmed before the certificate is submitted. Where UAE attestation is required, the Dubai Police certificate is attested by the MOFA after issue. Where an overseas employer or university also asks for attested degrees, educational certificate attestation follows the MOFA route. The UAE does not issue apostilles because it is not a party to the Hague Apostille Convention.
What happens if my application is rejected or put on hold?
Dubai Police does not issue the certificate to an applicant who is wanted by any authority or has a criminal record that prevents issue. Where the cause is a missing embassy attestation, incomplete fingerprinting or a data error, the application can proceed once the document is corrected or a new application is filed. An open case can only be addressed with the authority or court handling it.
Can a home-country police certificate be obtained in Dubai for a UAE visa?
No, a police certificate from another country is issued only by that country’s authorities. Once issued, it is legalised in the country of issue and at the UAE Embassy there, after which the UAE-side step of attesting a certificate issued in your home country is completed with the MOFA.
