DEWA Security Deposit and Activation Fees

DEWA charges a refundable security deposit and non-refundable activation fees at the point of registration. The deposit amount depends on property type. Activation fees are standardised across all property categories.

The security deposit is held by DEWA for the duration of the tenancy or ownership period. It is refunded in full after the final bill is settled and the account is closed. No interest accrues on the deposit. For property owners, the deposit is refunded upon sale of the premises.

Small metres are directly connected electrical energy metres used in standard apartments and small villas. Large metres are connected through instrument current transformers and are used in large villas and high-consumption properties. All fees are subject to 5% VAT.

Holders of Thukher cards (issued by the Community Development Authority for senior citizens aged 60 and above) and Sanad cards (issued for People of Determination) receive a 50% discount on activation charges.

The total upfront cost for a standard apartment is approximately AED 2,155 including activation fees, with the AED 2,000 deposit portion refundable at exit.

Step-by-Step DEWA Registration Process

DEWA registration is a fully digital process available around the clock through the DEWA website and the DEWA Smart App.

Step 1 — Register Ejari (Tenants Only)

Tenants must complete Ejari registration before applying to DEWA. Upon Ejari issuance, DEWA automatically receives the tenant's data through its integration with RERA. The tenant receives an SMS and welcome email containing the new account number and a payment link. Step 2 — Access the DEWA Portal

Existing DEWA customers log in to the DEWA website or Smart App using UAE Pass or a DEWA ID. First-time customers in Dubai select the "New Customer in Dubai" option to create a DEWA Business Partner Number and set online credentials.

Step 3 — Complete the Application

The applicant selects the appropriate customer type: "Expatriate" for tenants or "Investor" for owners. The application form requires contact details, property information, the move-in date, and the 9-digit DEWA premise number displayed on the door of each premises. Tenants enter their Ejari number. Owners upload the title deed.

Step 4 — Pay Security Deposit and Fees

The system displays the total amount due, including the security deposit, activation fees, and applicable VAT. Payment is processed online via credit or debit card. Payment can be completed through the DEWA online portal, Smart App, or the official payment link provided during the application process.

Step 5 — Receive Activation Confirmation

DEWA connects electricity and water supply within 15 working hours of security deposit payment. The tenant or owner receives a confirmation email with the DEWA contract account number and Business Partner Number. DEWA Registration for Free Zone Properties

Tenants moving into properties in Dubai generally require Ejari registration, including in many free zone areas. Limited exceptions may apply depending on the competent authority, in which case a separate DEWA application pathway is used.

Dubai Municipality Housing Fee

A mandatory housing fee is added to every monthly DEWA bill. The Dubai Municipality charges this fee from all expatriate residents, whether tenants or owner-occupiers. UAE nationals occupying their own properties are exempt.

The fee is calculated at 5% of the annual rental value of the property. For tenants, the calculation is based on the annual rent registered in the Ejari system. For owner-occupiers, it is based on the estimated rental value as determined by RERA.

The housing fee is collected by DEWA on behalf of the Dubai Municipality and is exempt from VAT. It appears as a separate line item on the DEWA bill. If the rent changes following a renewal or new tenancy agreement, the tenant must update the details with the Dubai Municipality through the official website or the DubaiNow app to ensure the DEWA bill reflects the correct amount.

Monthly DEWA Bill Components

Beyond the housing fee, the monthly DEWA bill includes several recurring charges based on consumption and fixed service components.

Electricity is billed on a progressive slab tariff. Residential consumption up to 2,000 kWh per month is charged at a lower rate, with higher rates applied to consumption above that threshold. A fuel surcharge is applied monthly.

Water is billed across three progressive slabs: 0–27 m³ at the lowest rate, 27–54 m³ at a mid-range rate, and consumption above 54 m³ at the highest rate. Residents can estimate monthly charges using the DEWA tariff calculator. A fuel surcharge of AED 1.10 per m³ applies.

Sewerage fees are charged at 2 fils per gallon in 2026, with a planned increase to 2.8 fils per gallon in 2027.

Fixed monthly charges include metre reading fees of approximately AED 20 for electricity and AED 8 for water. Combined with the sewerage base fee, fixed monthly costs on an active DEWA account range from approximately AED 35 to AED 50 before consumption charges.

Properties using district cooling systems receive separate bills from the district cooling provider, which are not included in the DEWA statement.

Transferring DEWA When Moving Between Properties

Residents moving from one property to another within Dubai use the "Move-To" service. The process requires closing the existing DEWA account and opening a new one at the new address. Reconnection is not automatic.

The steps for a transfer are:

  1. Log in to the DEWA portal or app using UAE Pass or DEWA ID.
  2. Enter the Ejari number and premise number of the new property.
  3. Provide the contract account number of the current property and the move-out date.
  4. Settle any outstanding bills on the current account.

The security deposit from the previous property refunded after the final bill is settled or adjusted against the deposit required for the new premises, depending on the account status. If the new property requires a higher deposit (for example, moving from an apartment to a villa), the difference must be paid. Utility supply at the new address activates once all payments are settled.

DEWA Account Deactivation and Deposit Refund

Residents leaving a property must submit a move-out request to deactivate the DEWA account. The process is available online through the DEWA website or Smart App.

The move-out steps are:

  1. Log in and select the contract account for deactivation.
  2. Choose the move-out date. Electricity and water supply will be disconnected on the specified date.
  3. Select the deposit refund method: bank transfer, cheque, or Western Union.
  4. Submit the application.

DEWA processes the final bill within 24 hours and sends it to the registered email address. Deactivation charges apply:
