What a Tour Operator Licence Covers in Dubai
The Department of Economy and Tourism (DET) classifies tourism activities into four regulated categories: inbound tour operator, outbound tour operator, travel and tourism agent, and appointed general agent for airlines. Each category carries distinct permitted activities, document requirements, and financial guarantee thresholds.
A standard commercial trade licence does not authorise any tourism activity, regardless of whether it is commercial, professional, or industrial. Companies that organise tours, sell travel packages, or arrange excursions must hold a separate DET-issued tourism licence before commencing operations.
The DET was established under Law No. (20) of 2021 Establishing the Department of Economy and Tourism. It succeeded both the former Department of Economic Development and the Department of Tourism and Commerce Marketing (DTCM). All tourism licensing functions previously handled by the DTCM now fall under DET jurisdiction. Applicants seeking to register a trade licence and obtain tourism authorisation deal with a single regulatory body.

Types of Tour Operator Licences in Dubai
Three licence types are available to companies entering the tourism sector on the Dubai mainland. The correct choice depends on the scope of services the business intends to provide.
Inbound Tour Operator Licence
An inbound tour operator organises and conducts domestic tours within the UAE. Permitted activities include arranging hotel accommodation, local transportation, conference and exhibition logistics, incentive tours, and processing visa applications for incoming tourists. Destination management companies, hotel-based tour desks, and experience providers fall under this category.
Outbound Tour Operator Licence
An outbound tour operator designs and sells tourism programmes to destinations outside the UAE. These programmes are distributed through travel and tourism agents. Companies that create international holiday packages, arrange overseas flights, and coordinate foreign accommodation require this licence category.
Travel and Tourism Agent Licence
A travel and tourism agent sells airline tickets for international destinations, provides ancillary services such as visa processing and hotel reservations, and distributes tourism programmes created by outbound tour operators. Retail travel agencies and corporate travel desks operate under this licence. A No Objection Certificate from the General Civil Aviation Authority (GCAA) is a mandatory additional requirement for this category.

Eligibility Requirements for a Tour Operator Licence
Regulation No. (6) of 2006 Concerning the Licensing of Tourist Establishments and Travel Agencies, as amended by Regulation No. (1) of 2009, sets the general licensing requirements for all tourism activities in Dubai.
Manager Qualifications
Every tourism establishment must appoint a qualified manager. A manager holding a university degree or a certificate with a major in tourism and travel must have a minimum of three years of work experience in the tourism field. A manager holding a general secondary school certificate must demonstrate a minimum of five years of work experience in tourism. All academic qualifications must be duly attested.
Office Space
The establishment must maintain an independent office space of no less than 30 square metres for each tourism activity, as amended by Regulation No. (1) of 2009. A company licensed for two activities requires a minimum of 60 square metres.
Bank Guarantee
An irrevocable bank guarantee, issued by a bank operating in Dubai in favour of the DET, is mandatory. The guarantee amount is AED 200,000 for outbound tour operators and appointed general agents, and AED 100,000 for inbound tour operators and travel and tourism agents. The guarantee remains valid for the duration of the licence. It is used to settle disputes arising between the establishment and its clients through the DET complaints committee.
Good Conduct Certificate
Recent certificates of good conduct must be submitted for both the owner and the manager of the establishment. The certificates are issued by Dubai Police.
Insurance
Tour operators conducting inbound or outbound tours must provide insurance coverage for tourists and travellers against all risks and damage arising from the tours. The insurance policy must remain valid throughout the licence term and for one month after its expiry.
Step-by-Step Application Process
Step 1 — Trade Name Reservation and Initial Approval
The applicant reserves a trade name through the DET and obtains initial approval for the selected tourism activity. The initial approval is valid for three months and renewable once for the same period, as specified in Article 10 of Regulation No. (6) of 2006.
Step 2 — Office Lease and Premises Inspection
The applicant secures office premises meeting the 30-square-metre minimum for each activity and submits the tenancy contract. The DET may conduct an inspection before proceeding.
Step 3 — Document Submission
The applicant compiles and submits the full document set: manager credentials, good conduct certificates, bank guarantee, insurance policy, feasibility study, and all corporate formation papers. A new mainland company must complete registration and Memorandum of Association notarisation before the tourism licence application. The broader company setup process in the UAE covers legal structure selection, activity classification, and corporate registration stages that precede the DET tourism licensing stage.
Step 4 — DET Review and Licence Issuance
The DET reviews the application for compliance with all regulatory requirements. Once approved, the department issues the tourism licence confirming registration as a licensed tour operator. The licence is valid for one year and must be renewed before expiry.
Step 5 — Dubai Chambers Registration
After receiving the tourism licence, the establishment registers with the Dubai Chambers. The membership certificate is required for dealings with government departments and for expanding operations to other emirates.
EGSH, as an authorised DET service centre, submits tour operator registration applications directly through the DET system. Document preparation, compliance verification, and fee payment are completed at a single location.

Mainland vs Free Zone: Where to Register a Tourism Company
Regulated tourism activities — organising tours, selling travel packages, providing tour guiding services, and processing tourist visas — require a mainland licence issued through the DET. Free zone companies are not permitted to conduct direct tourism operations involving the public under most free zone authority regulations.
Free zones may accommodate tourism-adjacent activities such as travel technology platforms, online booking systems, digital marketing agencies, and regional representation offices. These operations do not substitute a DET-issued tourism licence and do not authorise the company to sell tours or act as a licensed tour operator.
Companies providing full inbound or outbound tourism services register on the mainland. The mainland company formation process precedes the DET tourism licensing stage. The DET mainland licensing framework provides unrestricted market access across Dubai and, with the appropriate approvals, across other UAE emirates.
Licence Renewal and Compliance Obligations
A tour operator licence is valid for one year. The licence renewal application must be submitted before the expiry date. Late renewal attracts a penalty of AED 200 per month, as specified in the DET fee schedule.
Licensed tour operators maintain compliance with several ongoing obligations under Regulation No. (6) of 2006. The bank guarantee must remain valid for the duration of the licence. The insurance policy must cover the full licence term plus one month. The qualified manager must remain appointed throughout the licence period. The establishment must respond to any DET complaint within one week of notification. DET inspectors hold law enforcement officer capacity and may inspect the premises and records of any licensed tourism establishment.
Common Misconceptions About Tourism Licensing in Dubai
A commercial trade licence alone does not authorise tourism activities. Selling tours, arranging excursions, or issuing airline tickets without a dedicated tourism licence constitutes an unlicensed activity subject to regulatory action by the DET.
IATA accreditation is separate from the DET tourism licence. Travel and tourism agents who wish to issue airline tickets directly under their own agency name require IATA accreditation in addition to the DET licence. Agents who sell tickets through an IATA-accredited consolidator do not require separate IATA accreditation.
The bank guarantee is not a fee or deposit returned upon licence cancellation. It remains blocked with the bank in favour of the DET for the entire active licence period. The DET complaints committee uses the guarantee to settle adjudicated client disputes.

An inbound tour operator must provide an irrevocable bank guarantee of AED 100,000, issued by a bank operating in Dubai in favour of the DET.

Regulated tourism activities require a mainland licence issued through the DET. Free zone licences do not authorise the sale of tours, excursions, or travel packages to the public.

The manager must hold a university degree or a tourism-related certificate with at least three years of tourism experience. A manager with a secondary school certificate must have at least five years of tourism experience. All qualifications must be attested.
How long does the licensing process take?
The timeline depends on document readiness, office lease completion, bank guarantee issuance, and DET review. The initial approval is valid for three months and renewable once for the same period.

Tour operators conducting inbound or outbound tours must hold a valid insurance policy covering tourists against all risks during organised tours. The policy must remain active for the licence term plus one month after expiry.
