An offer and deposit request is a legal mechanism available to tenants when a landlord refuses to accept tenancy contracts, rent cheques, or property keys. It is used to prove that the tenant has met their obligations under the lease, to protect rights in case of a dispute, and to obtain judicial confirmation of payment or handover.
In tenancy-related cases, the application is filed with the Rental Disputes Centre (RDC), a specialised tribunal operating under the Dubai Land Department (DLD). The RDC registers the deposit, issues an official resolution, and its decisions carry the force of Dubai Court judgments, enforceable through the Execution Department.
