What Is an Offer and Deposit Request in Dubai

Legal Procedure for Tenancy Contracts and Rent Cheques

An offer and deposit request is a legal mechanism available to tenants when a landlord refuses to accept tenancy contracts, rent cheques, or property keys. It is used to prove that the tenant has met their obligations under the lease, to protect rights in case of a dispute, and to obtain judicial confirmation of payment or handover.

In tenancy-related cases, the application is filed with the Rental Disputes Centre (RDC), a specialised tribunal operating under the Dubai Land Department (DLD). The RDC registers the deposit, issues an official resolution, and its decisions carry the force of Dubai Court judgments, enforceable through the Execution Department.

EGSH, as an authorised Real Estate Services Trustee, prepares and submits offer and deposit requests in full compliance with RDC and Dubai Courts requirements, ensuring acceptance and resolution within one business day.

Who is eligible to file an offer and deposit tenancy case in Dubai?

The tenant may file an offer and deposit tenancy case, with their legal attorney under a notarised power of attorney, or a relative up to the fourth degree. Applications can only be submitted with documents in Arabic or those that have been legally translated and must comply with RDC requirements. EGSH assists with full online filing, translation, and compliance as a government-authorised service provider.

What are the government fees for an offer and deposit request in the UAE?

The fees include AED 50 for the offer and deposit application, AED 10 knowledge fees, and AED 10 innovation fees. If submitted via a Real Estate Services Trustee, an additional AED 130 + VAT is charged as a service partner fee. EGSH specialists will calculate the exact fee amount based on your case.

How long does it take to process a tenancy deposit request in the UAE?

A tenancy deposit request is typically processed within one business day once all required documents and fees have been submitted to the Rental Disputes Center (RDC). When filed via EGSH, an authorized Real Estate Services Trustee, the application is registered immediately, and the official resolution is issued by the RDC within the statutory timeframe.

What documents are required for depositing rent cheques?

To deposit rent cheques, the tenant must submit the original cheques, a copy of the last signed tenancy contract, Emirates ID (or manager’s ID and trade licence for companies), and any correspondence proving the landlord’s refusal to accept rent. All documents must be in Arabic or supported by a certified translation. EGSH verifies documents before filing to ensure acceptance by the RDC.

Is it possible to deposit property keys with the Dubai Courts?

The Rental Disputes Center (RDC) may accept property keys as a deposit if the landlord refuses to return them after the tenancy has been terminated. However, before doing so, the tenant must provide the landlord with written notice confirming their intention to return the keys. The tenant is also required to submit supporting proof, such as cleared rent and utility bills, the tenancy contract, and evidence of the landlord’s refusal or non-response.

What is the difference between an offer-and-deposit request and a rental dispute in Dubai?

An offer-and-deposit request is a preventive legal procedure filed with the Dubai Courts to deposit rent cheques, tenancy contracts, or property keys when the landlord refuses to accept them. In tenancy-related cases, these applications are processed through the Rental Disputes Centre (RDC) under the Dubai Land Department (DLD). This procedure provides legal proof of payment or handover and protects the tenant against claims of non-compliance with the terms of the agreement.

By contrast, a rental dispute in Dubai is a full case filed before the RDC to resolve substantive disagreements between landlord and tenant, such as non-payment of rent, eviction, or breaches of contract.

EGSH assists clients in filing offer and deposit requests, as well as complete rental dispute applications, ensuring compliance with Dubai Courts' procedures and, where applicable, DLD/RDC regulations.
