A Pre Title Deed (also known as a provisional ownership certificate) is the official record issued by the Dubai Land Department (DLD) for properties that are still under construction or not yet handed over. It confirms the buyer’s ownership rights to an off-plan property until the final title deed is issued after project completion. This registration ensures the transaction is entered into the Interim Property Register, protecting both the buyer and the developer under UAE property law.
The issuance and regulation of pre-title deeds are governed by Law No. (13) of 2008 Regulating the Interim Property Register in the Emirate of Dubai and Law No. (7) of 2006 Concerning Real Property Registration. According to these laws, any sale or transfer of off-plan property must be registered in the DLD’s official register through the Oqood electronic system. Without this registration, the sale is deemed legally ineffective and does not establish ownership rights.
The main parties in the pre-title deed registration process are the developer, the purchaser, and the Dubai Land Department (DLD), represented by authorised Real Estate Trustee Centres such as EGSH.
The developer initiates the registration once the sale and purchase agreement (SPA) is signed and the buyer makes the initial payment. Developers are legally obliged to register the transaction through the Oqood system within 60–90 days of signing the contract.
The purchaser (buyer) must provide valid identification, a signed SPA, and payment confirmations. Although the developer usually submits the registration, buyers may verify or complete the process through a DLD-authorised Trustee Centre to ensure compliance and receive their e-certificate.
The Dubai Land Department (DLD) supervises the registration process and issues the provisional registration certificate, confirming the buyer’s rights in the Interim Property Register. This certificate remains valid until the project is completed and a final title deed is issued.
The Oqood System is an official DLD electronic platform developed to regulate and document all off-plan real estate transactions in Dubai. It provides a transparent digital record of every sale and ensures that developers and purchasers meet their contractual and financial obligations.
All off-plan property sales must be registered in Oqood, and each unit must be linked to a registered project with an escrow account approved by DLD. This registration guarantees that funds are correctly allocated and construction is progressing according to approved schedules.
When a sale is entered into Oqood, DLD verifies the project details, payment data, and ownership information. Only after approval is the pre-title deed (provisional registration e-certificate) issued, establishing the buyer’s legal interest in the property until final handover.
Pre-title deed registration can be completed through three official DLD channels: developers, Oqood online system, and authorised Real Estate Trustee Centres such as EGSH.
Developers typically register sales on behalf of buyers through the Oqood portal, submitting the SPA and relevant payment data. However, buyers may also visit EGSH to ensure compliance, verify the registration status, or request assistance with pending or disputed cases.
At EGSH, all documents are reviewed and submitted directly to the DLD system. The process is fully digital, and once approved, the buyer receives the pre-title deed e-certificate by email, confirming provisional ownership in the Interim Property Register.

The pre-title deed format is a digital provisional ownership e-certificate issued by the Dubai Land Department (DLD). It is delivered electronically in PDF format to the purchaser’s registered email address after successful Oqood registration. The document includes property details, the developer’s name, purchaser information, the registration number, and the date of issue, and serves as official proof of ownership until the final title deed is released.
A Pre Title Deed remains valid from the moment of its issuance until the project is completed and DLD issues the final Title Deed. It confirms legal ownership throughout the construction phase and continues to protect the buyer’s rights until full handover and title transfer are complete.
The distinction between a pre-title deed and a title deed lies in the stage of property registration. The Pre Title Deed (provisional certificate) records ownership of an off-plan property under construction in the Interim Property Register. At the same time, the Title Deed is the final ownership document issued after completion and full payment. The final Title Deed legally replaces the provisional record and grants the buyer permanent property ownership in the DLD system.
You can verify your Pre Title Deed registration status via the official Dubai REST mobile application by logging in with your UAE Pass and selecting the relevant property or transaction. The app shows the current registration status under «Service Requests.» Alternatively, EGSH consultants can check the record directly through the DLD system and confirm that your ownership has been successfully registered.
Once construction is complete and the developer receives the Completion Certificate, the buyer may apply for a Title Deed through the Dubai Land Department or at an authorised Real Estate Trustee Centre such as EGSH.
