What Is the Dubai Instant Licence
The Instant Licence is one of three procedural licensing pathways offered by the DET alongside the Normal Licence and the e-Trader Licence. All three pathways sit within the same core licence categories — commercial, professional, and industrial — but differ in processing speed, document requirements, and eligibility criteria.
A Normal Licence requires a notarised Memorandum of Association (MoA), an Ejari-registered tenancy contract, and full external approvals before the DET can issue the trade licence. Processing under this pathway typically takes several working days after all documentation is submitted.
The Instant Licence removes these front-loaded requirements. The DET issues the licence electronically once the applicant selects an eligible activity, registers shareholder details, and pays the applicable fees through the Invest in Dubai. The MoA is generated electronically, and the applicant receives a virtual business address for the first 12 months instead of an Ejari-registered office. This model was introduced in 2018 to reduce barriers to market entry and accelerate the company formation timeline for mainland businesses in Dubai.
The Instant Licence does not create a separate licence category. It is still a DET mainland trade licence — the difference is procedural, not legal. The licence holder has the same rights and obligations as any other mainland licence holder once the deferred requirements are fulfilled.

Activity Requirements
The selected business activity must appear on the DET's permitted list for instant issuance. This covers the majority of commercial and professional activities that do not require approvals from external government bodies. Activities in sectors regulated by the Dubai Health Authority (DHA), Civil Defence, Dubai Municipality, or other specialised authorities are excluded because they require sector-specific clearances that cannot be processed within the instant issuance workflow.
More than 2,000 commercial and professional activities are currently available under the Instant Licence. Typical eligible sectors include e-commerce, management consultancy, IT services, marketing, general trading, software development, and import–export operations. Disqualifying Conditions
The DET will reject an Instant Licence application if any shareholder or manager has unresolved fines, an expired residence visa, or immigration blacklist entries. Applicants should verify their immigration status before applying.
What the Instant Licence Package Includes
Upon issuance, the Instant Licence package provides several automatic registrations that a Normal Licence holder would need to obtain separately.
Virtual business address. The DET assigns a virtual site for the first 12 months. The licence record shows "Dubai Municipality" as the registered address during this period. No physical office or Ejari registration is required until the first renewal.
Electronic Memorandum of Association. Where the legal form requires an MoA, it is generated electronically during the application. There is no requirement for notarisation during the first year.
Dubai Chamber membership. Commercial licence holders receive automatic Dubai Chamber of Commerce membership upon issuance.
GDRFA establishment card. The General Directorate of Residency and Foreigners Affairs issues an establishment card, which is the prerequisite for sponsoring residence visas for investors and employees.
MOHRE work permit allocation. The Ministry of Human Resources and Emiratisation registers the establishment and provides an initial allocation of up to three work permits, enabling the company to hire staff immediately after licence issuance.
Emiratisation registration. The MOHRE automatically registers the company for Emiratisation compliance as part of the Instant Licence workflow.

How to Apply for a Dubai Instant Licence
The application is submitted entirely online through the Invest in Dubai portal or through an authorised DET service centre such as EGSH. The process follows a defined sequence.
Step 1 — Select the Legal Form
Choose from LLC, One Person LLC, Sole Proprietorship, or Civil Company. The legal form determines shareholder requirements, liability structure, and the type of MoA generated.
Step 2 — Choose the Business Activity
Select one or more activities from the DET's approved list. The portal indicates whether an activity qualifies for instant issuance. Activities requiring external approvals are flagged and must be processed under the Normal Licence pathway.
Step 3 — Reserve a Trade Name
Propose a trade name that complies with the DET naming rules. The name must reflect the business activity, must not include government body names, religious terms, or terms that could mislead about the company's nature. The trade name is approved during the same application session.
Step 4 — Register Shareholder and Manager Details
Enter the identification details of all shareholders and the designated manager. Each person must have a valid Emirates ID or passport. All shareholders must be able to sign the electronic documents digitally via UAE Pass.
Step 5 — Review and Pay
The DET generates a payment voucher listing all applicable government fees. Payment is made online by card or bank transfer. Upon payment confirmation, the licence is issued digitally.
Step 6 — Receive the Licence
The digital trade licence is issued immediately — typically within five minutes if all details are complete. The licence can be downloaded from the portal and is valid for 12 months.

What Happens at Renewal After 12 Months
The Instant Licence is valid for 12 months. At renewal, the deferred requirements come into effect. The licence holder must provide:
A valid Ejari-registered tenancy contract for commercial premises that comply with Dubai Municipality zoning rules. Without a valid Ejari certificate, the DET will not process the renewal.
A notarised Memorandum of Association, unless the legal form does not require one. The electronic MoA used during year one must be replaced with a properly notarised document.
Clearance of any outstanding compliance obligations, including updated UBO information, Economic Substance Regulation (ESR) self-assessment, and any applicable sector-specific approvals.
Renewal fees are structured similarly to year-one fees. The reduced DET licence issuance fee of AED 250 applies at renewal as well. However, the total renewal cost will be higher than the first-year cost because it now includes Ejari registration fees, MoA notarisation costs, and the DET Market Fee, which is calculated as 5% of the annual office rent for commercial premises.

Common Misconceptions About the Instant Licence
The Instant Licence is not a free zone licence. It is a DET-issued mainland trade licence. The holder operates under Dubai mainland regulations, not free zone rules. This means full access to the local UAE market, the ability to lease premises anywhere in Dubai, and the requirement to comply with mainland labour, tax, and tenancy rules.
The Instant Licence does not eliminate all costs. The waiver applies to the physical office lease requirement, not to the licensing fees themselves. Government charges, Dubai Chamber membership, and visa processing fees remain payable. Immigration quota is not automatic. The initial allocation of up to three work permits is part of the package, but the actual number of visas a company can sponsor depends on the establishment card and, from year two onward, on the size and type of the registered premises.
